Proto-Robotnik is one of the many versions of Robotniks that reside in the Rejected World, and probably the first one to arrive. The Rejected World was peacefully until Proto-Robotnik decided to take over the planet and claim it as his own. Since most of the residents were too lazy or had forgotten about their special talents for a while, Proto-Robotnik would've ruled the planet, that is until Base and Rick were the only ones brave enough to stand against him and this encouraged the residents to fight back. They may have won the battle, but not the war as Proto-Robonik's desire to conquer the planet and caused trouble helped the other villains on that planet to come out of retirement and continue their wicked schemes. Proto-Robotnik is selfish and ignorant, always thinks that his plans will always succeeded. His army contains a handful of badniks only seen in the Sonic games on the Game Gear, along with some obscure minions that were planned to be featured in the first Sonic game. He also owns Silver Sonic G.2. a robotic hedgehog with rockets for arms and a metal claw coming out of his chest. Even with his cheap technology, Proto-Robotnik never gives up in his quest of world domination.
Probably known as the first villain that I introduced in my unfinished (and possibly cancelled) Forgotten Tales comic. Most of his backstory is taken straight from his appearance in the comic, although I had to throw in a retcon stating that Proto-Robotnik lives in his secret lair instead of the Scrap Brain Zone. As the profile states, there are many other versions of Robotnik that live in the Rejected World. Think of this concept to be very similar to all of the different versions of Peg Leg Pete from Epic Mickey.

Maybe it's just me, but I think it would've been a better idea to use Tatanga from Super Mario Land 1 and 2 instead of Proto-Robotnik (or Shiny Robotnik as I like to call him.)

Aside from super brief mentions, he was never used in any Mario game since 1992.
